DESCRIPTION
This pal was generated for Flexible Computer as a short term solution for 
their long vme dtack cycles. The new ICP16 boards will have this circuit
incorporated on the board. Vcycterm was added to the pal input equations
and is used in the zwait term. The processor will now wait for dtack from
the previous bus cycle to complete.
